Every report is prepared to CPR Part 35 and Practice Direction 35: the expert's instructions, the material facts and assumptions, the examination and any tests, a reasoned opinion on diagnosis, medical causation and prognosis, any range of professional opinion, and the declaration of duty and statement of truth the rules require.
This makes the report credible and prepared for use in proceedings; permission to rely on expert evidence under CPR 35.4, and admissibility, remain matters for the court. Each report is written by an expert registered with the relevant UK professional regulator, such as the GMC or HCPC, and matched to the injury.

How to instruct an MRO
These steps cover a direct instruction, for work outside the MedCo process. For a low-value soft-tissue RTA report, the first report is sourced through the MedCo Portal instead, where we can be selected from the random shortlist.
- 01Send the instruction. Tell us the claim type, the injuries and any deadlines. We confirm the right expert and the fee before you commit.
- 02We arrange the examination. A named case manager books the appointment, subject to expert and claimant availability, and gathers the records the expert needs.
- 03You receive the report. It is prepared to CPR Part 35, checked for completeness, and delivered within the agreed timescale, with the expert's Part 35 answers coordinated as needed.

How do solicitors instruct Expert Medical?

Do you prepare CPR Part 35 reports?

This makes the report credible and prepared for use in proceedings; permission to rely on it and its admissibility remain matters for the court.
What types of claim do you cover?
Personal injury (RTA, soft-tissue, workplace and public liability), clinical and medical negligence, industrial disease such as noise-induced hearing loss and HAVS, catastrophic and serious injury, and psychiatric and psychological claims. We accept Single Joint Expert instructions and coordinate written answers to Part 35 questions.
How quickly can you provide a medico-legal report?
We aim to offer a prompt examination, subject to expert and claimant availability, and to deliver the report within the timescale agreed for the case. Turnaround depends on the specialism, the volume of records to review, and whether an examination or a records-only report is needed.
Are your medical experts independent and registered?
Yes. Every expert is registered with the relevant UK professional regulator, such as the GMC or HCPC, and matched to the specialism. Although the solicitor instructs and pays, the expert's overriding duty is to the court; the weight the court gives any report is a matter for the court.
Do you act as a Single Joint Expert?
The Single Joint Expert is the individual expert, not the MRO. Where the court directs a Single Joint Expert under CPR 35.7, we arrange and administer the instruction to a suitable expert, who reports impartially to both parties with the overriding duty owed to the court.
Do you handle Part 35 questions?
Written questions under CPR 35.6 are put to the expert. Where a party raises them, we coordinate the expert's written answers and return them within the timescale the case requires. The answers form part of the expert's report.
Are you MedCo registered?
Yes. Expert Medical Examination Ltd is a MedCo registered Medical Reporting Organisation. Where we appear in the MedCo shortlist and are selected, the first fixed-cost soft-tissue RTA report comes to us through the MedCo Portal. Non-RTA work, such as clinical negligence and industrial disease, is instructed directly.
How much does a medico-legal report cost?
For a qualifying soft-tissue RTA report the fee is a fixed recoverable cost set by the Civil Procedure Rules. For other reports the fee is agreed with the instructing party at instruction. See our guide to medico-legal report costs for typical market ranges.
